Bet the Lt. Cmdr doesn't dive. Otherwise how would they come up with such a lamebrained idea? Wear the band outside the suite - how to take teh suit off between dives...? Wear under...now how would the band be seen? Sound like another bad idea like the TSA that has made traveling such a terrible experience with no real safety added (apart from those knitting needle wielding grandmas out there).
The CG will only end up costing us more to dive - ask the Captains who had to install CG-required radio equipment that really doesn't add any benefit.
All we need are DM's who follow SOP and some great examples are already posted. Maybe require divers to really be certified by an agency that cares more about safety than pumping out students for large retail chains.
