Another person, backing you up, would still be appropriate. Let the other person do an independent head count and independent tank count. If you're the only D/M on the boat, then the other person should be the captain.
Nobody is perfect, and certainly not all the time.
The main control feature is of course the written diver log.
I suppose it does not matter if the roll is verbal or silent, or if the D/M does the check-off or instead the passenger initials for him/herself. But if you want PROOF that the person was back on the boat (before falling overboard etc.) THEN you need to get the passengers to initial the roll by themselves.
