For easy scuba, there is Monterey. Long drive from SF however.
For more challenging scuba, there is Carmel. But the same long drive.
For really challenging scuba, there is the Sonoma and Mendocino coast. The good sites begin just north of Fort Ross. There are nice motels and campsites too. Drive north, on Calif Hwy 1, from SF, after you cross the GG Bridge. Don't forget to bring a buddy with you.
