I hope my lack of knowledge does not upset the forum, but I have only found a photo of this coral looking like lots of individual anemones, but I have seen photos of some in the carribbean that look like true coral. Could it produce the shape in Califorina? Are there any introduced species of coral in the area? In Mission Bay Park San Diego I heard someone introduced staghorn coral, but I didn't dismiss the idea because in the 1960's mangroves (Avicennia Marina) were also introduced to that area, but became invasive so they were all removed.
