This probably won't help a lot, by my friend that used to live in Lake Forest So. Cal, went to Laguna beach once and she said the water was completley clear, and the color of Hawaii (which probably means a high visibility) and then she said that she went there again and again after that, and it was just regular Southern California water. So maybe that diver was lucky to be their on 2 phenominal days.
