90 foot visibility in SoCal?

Hey, one of my friends told me that visibility conditions can approach up to 90 feet off the beaches around Malibu. I told him that was barely possible even at the primo diving spots of Catalina or the Channel Islands, but he insisted it happens about twice a year off the beach.
Has anybody heard of this happening, and if so, when does it occur?
