There needs to be two types of areas. In many areas just curtailing commercial take will do a great deal to help things recover.
1) Where all take is prohibited, as in the Channel Island MLPAs.
2) No-commercial take areas, such as Santa Monica Bay. The few reefs in the bay are increadibly productive for lobster divers becasue there is not the relentless pressure from traping.
Also without changes in commercial fishing rules the MLPAs may be moot.
1) There should be a limit on the number of traps any one lobster fishermen can deploy.
2) The amount of squid fishing that happens shuld be cutback befor the population collapses. Only limited number of local boats should in the fishery. The large boats from Alaska should stay there.
