Who knows? Frankly who cares anymore? The 4th Amendment applies to people acting under color of law. A boat captain is given certain authorities under general martitime law. So if the boat captain conducts an unreasonable search, then the results of that search could be excluded. I'm saying could be, not would be for sure.
