Dude, get off the bracelets and "DM's can't count to 20" s**t.
There is only 1 way to be sure all divers are back on board - do a roll call and look at their faces when they answer!
If you have a roster - you don't need to count to 20.
Bracelets are useless in the real world - it's "human" to err and there will be times that divers return, turn in their bracelet and then jump in the water to cool down or snorkel or whatever sans the bracelet.
In any case/trip/dive/location/etc. a simple roll call solves all questions.
