Like so many other bureaucracies, the CG won't bother with doing something it doesn't absolutely have to do. And aparently they don't see diver fatalities as any priority. (After all, they have to keep our ports safe from those terrorist dive boat operators and customers!)

Write to Senators Boxer and Feinstein and your local Rep about this issue. The Federal government should have a law based on Florida's dive flag law and charge the CG with its enforcement or allow vessel Captains to submit a complaint that's the equivalent of a citizen's arrest.
