Forcing people to wear a BC is idiotic. Just becasue many (and perhaps you included) don't have the skill to dive that way does not mean you shuould deny that to thoose who do.
When was the last time you know of someone was hurt becasue the dove a back-pack? My guess is you won't find many becasue typically only very experenced divers dive that way.
