I recently had someone tell me, in a very authoritative manner, that Ni-cads don't really develop a "memory" - rather the recharging of partically charged batteries shortens their life.

My long-time understanding is that YES, they will develop a "memory" but that this can be avoided by occasionally completely discharging the batteries before recharging. The key phase being "occasionally".

As for discharging - couldn't you just keep manually activating the flash until the batteries are fully discharged? If you don't want to lose any friends - keep the flash pointed away from everyone. The process can't take more than a few minutes.
