Certainly agree on the difference between reserve areas and adjacent unprotected arteas. Heck even the party boat industry recognizes the effectiveness of the reserve system since they often fish adjacent to (or even in) established marine reserves.

It would certainly be nice to get a system of mooring buoys at dive sites around te island. However the issues of cost,. maintenance and legal responsibility seem to be very daunting. I don't think either of the local shops would be willing to install a series of them solely at their expense, and I certainly don't blame them. The City would have no interest in doing so since almost all sites are beyond their jurisdiction.

If it were to happen, I would expect it to be a joint effort by the SoCal dive community with "all" dive boats taking part in the costs and maintenance.
