Don't ask here, make the instructors in question quote chapter
and verse. And if it really is the PADI standard (which I suspect
it isn't) tell them to bugger off. Any organization that thinks
one size fits all boats doesn't get it.

I've seen everything from "climb on fins and all" to "take off
almost everything but your suit". Most all made sense on the boat
where they said it.
