You're right, but it's clearly meant for freedivers, i.e., they don't have to measure at depth. If someone on scuba can't mesure at depth but wants to bounce up and down to measure, that's both stupid and legal.

As for the all lobsters phrase. Imagine that? a poorly worded statute :^ "every lobster" "any lobster"

And the statute is internally inconsistent, since yes, holding it is in your possession, but you may bring it to the surface for measurement. How do you do both?

I think we need some of those black helicopter conspiracy type folk on this.

Or people can just use a gauge, measure and only keep legals. It ain't that hard
