Fiji has the best diving of the three. I didn't find the currents
an issue on most dives, then we'd go with the flow. I was doing
liveaboard (Nai'a) and it was mostly liveboat from the Pangas.

You may be hard pressed to find a place in Fiji near the good
shore-based diving. Do your homework on where the good diving is.
