I don't think so...as I recall PADI reports about 220 expirations per year(underwater) per membership, not ALL dive related, heart attacks, etc. Catalina Chamber reports about 32 "chamber rides" per year today, compared to about 70 incidents per year in the 80's, EDUCATION seems to be the key.... Dive Safe!
