To design a secure mooring that wouldn't do more damage than the anchoring that's happening now is expensive. To place it is even more expensive. Then you have to maintain it and insure it. Permitting would probably involve the Coast Guard (easy) and the Coastal Commission (hard.) There was a serious attempt to establish moorings at popular dive sites on Catalina a few years ago and it came to grief on these and other points that have been mentioned. If you really want to protect the coral, some sort of "no anchoring" area will have to be established. Do you like the coral enough to give up Farnsworth as an easy dive site?
