A possibility that makes this a believable scenario is that the tank was full (or nearly so) in the first place. I have 4580 cu. ft. of banks at 4500 psi, and we fill sometimes hundreds of tanks from it weekly. The last thing we check before putting the full tanks back on the rack is that it is warm. If not, sombody forgot to open a valve and the tank wasn't filled OR sombody put a full tank in the rack to be filled.
