If you want to dive Point Lobos you'll need a reservation and a buddy. They will not let you dive solo.
For fills you can go to Glenn's Aquarius II on the Breakwater.
There are 3 or 4 other shops around too.
The Breakwater is also a good shore dive if you go out along the breakwall. See if you can go out all the way the end and back. There are some OK kelp forests on it and sea lions.

From San Carlos beach (that's the beach at Breakwater) you can go down the beach a ways towards cannery row and there is an old cement building, small, about 18 feet square, looks like a block. This would be before you get to the first building. straight out from there find the old pipeline about 20" in diameter and follow it out till it ends. Take a compass reading straight out from where it ends and continue on till you get to the metridiumn fields. There is a whole area of large rocks with plumose anemones growing all over them. It's kind of a cool dive. From there if you have a decent air supply you can take a compass reading a few degrees to the left from the reverse reading you would have if you went back the way you came and that will take you more in the direction back to the breakwall beach area. So you can do a big triangle.
