Have any diving travelers ever had a problem with customs trying to charge duty on UW camera gear when returning to the US?

I am going to the Galapagos next month and the charter company is recommending that I declare my uw camera gear before I leave.

It seems a little ludicrous, and it's a hassle to lug all of my gear to the customs office, but I also don't want to have a problem with customs when I return.
