You might want to check into Belize. I know it has the diving, it's affordable and, as former British colony, English is widely spoken.

I'm not up to date on the political situation these days but in about 1990 I interviewed the film commissioner for Belize who told me that, at that time, the US embassy in the capital was one of the few in the world without a contingent of Marines. It's probably different now.
