MLPA is the Marine Life Protection ACT. You mean MPA (Marine
Protected AREA).

There's language in the regs that implement the Central Coast MPAs
that specifically permits transiting and MPA with catch and gear.
(It also specifically permits anchor and diving unless explicity
forbidding in that area). I'm pretty sure it was written so it
applies to all MPAs, not just the Central Coast.

I gotta go to work, I'll see if I can dig it up this evening.

This is one to fight.
