I didn't state incompetance, so you are crossing threads. But now that you mention it... what else would you term causing a 2+ hour delay in treatment? We can only hope that the diver is OK.

It smacks of a jurisdictional pi$$ing contest. Did Baywatch contact a hyberbaric medical doctor before waving off the CG copter that could have had the diver at a chanber in minutes?

Does EMS stop treatment and pronounce a person dead? Of course not - thjat is beyond their scope of training. Same with a hyperbaric injury - treat on O2 and transport until someone trained can diagnose and state otherwise.
