The collapse of the salmon fishery was a failure of species management and reduced limits and increased enforcement would have done nothing to stop the collapse that was over 70 years in the coming. The reason why the MLPA process is needed is that we have clearly demonstrated that present species management techniques aren't working and that the public has shown no overall ability to practice self-control or self-management on it's own. That's common sense.
