Whether kelp harvesting is allowed depends on the type of Marine
Protected Area, and the specifics of that area. If the area is
a State Marine Reserve (SMR), NO TAKE, PERIOD. If the area is a
State Marine Conservation Area, allowed take is specifically defined
for each SMCA.

For example, in Monterey, kelp harvesting is specifically allowed
in the Ed Ricketts SMCA (Cannery Row) and the Pacific Grove Marine
Gardens SMCA (Lover's Pt. to Pt. Pinos) subject to a tonnage limit
and record keeping requirements. This was done to accomodate a
single kelp harvester.
