Thanks for the response -- but that didn't really answer the question.

Obviously, the more closures you have the more protection you'll have. What I'm trying to get at is what drove the specific levels set in the guidelines. Is there something synergistic that occurs at that level of protection? Does that represent a point where the benefit for the given level of protection accelerates? If the state goes with lesser protection, is there a non-linear (i.e. steep) dropoff in benefit below that point?
