Digital Camera for under water photography recommendations

I want to get a digital camera for a scuba diver for Christmas. But I have no idea which cameras are good. If I should be looking for one that is waterproof or one that has a housing. If anyone could help me out and let me know what you would recommend I would really appreciate it.
