I've seen a bunch of toilets in 30' in that same general area.

The ones I saw were spread out on the sand while I don't remember whether there were any fish living in/around them, there was certainly no growth on them -- they were stark white -- and there were no bugs using them for cover.

It sounds as though someone with access to plenty of discarded toilets has made this his life's work.
