I don't know anybody at Dixie Divers nor the captain or crew of the GE. But from your recitation of events it sounds like they chartered the boat and that the past practice between them and the GE did not require a deposit or prepayment. Capt. Tim became concerned about their ability to pay and demanded prepayment. They couldn't or wouldn't prepay so Capt. Tim elected not to run the charter. Dixie Divers chartered another boat for the same time and either paid that boat or didn't, you don't say.

Sounds basically like everybody acted within their commercial rights. Hard to see how either party is really to blame. Unfortunately it sounds like their business relationship has been damaged and may not recover.
