Yes, that's an option. I've was diving the park before the steps were built, so I know.
On the day in question there was a strong surface surge, so a rock entry would have been difficult, possibly dangerous, for most divers

My issues are broader.
Are divers loosing the park to snorkelers?
From what I saw last weekend, I believe we are.
