They are relatively light, roll easily and in no time, they would be littering the shoreline. Another problem is that the bottles would have to be filled prior to dumping overboard--most of the bottles would simply float away and sink down current if dumped into the ocean. Large objects, such as Catalina quarry rock, concrete or wrecks make the best reefs as they provide a vertical profile that attracts fish and a solid anchoring point for kelp.
