There are a couple of solutions to the fin buckle
snagging kelp problem.

One is spring heels. They aren't available for all
fins, but lasts more or less forever. What fins
do you have?

Another is take a piece of road bike inner tube a
bit over one inch long, and stretch it between two
fingers, and slip it past the buckle. Put it over
the doubled part of the rubber fin strap. This
lasts a few hundred dives, though it will
occasionally slip down to the undoubled part of
the strap.

Another is to duct tape the doubled part of the
rubber fin strap. This only lasts about 20 dives.
And it looks ugly.
