Can I catch and release lobster out of season?

Can I catch and release lobster out of season in California? I'm a new diver and pysched up for lobster season but it doesn't open until October. I can't wait that long to practice! Will anyone give me trouble if I grab a lobster then let it go underwater?

Also, can I carry a lobster snare around with me? I know I can't use it to catch and keep anything but thought it would be good practice when I go to Florida.

Will Fish and Game give me a ticket for carrying a snare with me even if I don't have any lobster with me? Can a snare be used for crabs and provide me an excuse?

Are there any places in the world I can go dive and catch lobsters year round? I think St. Croix has a limit of 2/day but open season all year round. Thanks.
