Ken, why has no one addressed the fact that the buddy system is least effective with divers who need it the most: novice beginners?
So what's a poor novice to do? Buddy with another novice he trained with, i.e., the blind leading the blind? Or pay an experienced DM until he/she gains sufficient experience to be effective as a buddy? Best approach is for newbies to join a club and buddy up with more experienced club members who would be willing to bring newbies up to speed. The whole buddy issue is as simple as that. My two cents.
