I assume you're referring to DUI's Rock Boots or similar contrivance. While I've never worn them I would avoid them because:
1) They require you where a larger fin than many manufacturers make, thus limiting your options
2) They impede the flexibility of your ankle, which is important in proper fin technique and avoiding fatigue.
3) If you're traveling over such rough terrain as to necessitate a heavy boot versus the soft boot which most dry suits have, you should probably not be wearing the dry suit anyway. In so doing you risk overheating and damaging the drysuit through slip and fall.

The rationale that boots help prevent fins from popping off can be solved another way by wearing fins that fit and adjusting them correctly.
