DIR questions

1. Why is the metal backplate preferable to the usual polycarbonate/plastic found on most jacket BC's for single tank rigs?

2. How often does an OOA situation occur with trained, experienced DIR teams? If rarely, then why the 7' primary hose? The might-be-struck-by-lightening analogy: always be equipped with a lightening rod just in case?
