yeah, i saw that map with the proposed closures and i almost had to puke as well! Granted, some good would arise out of their proposed closures, they are all way the hell out there where only the Peace or Great Escape go with any regularity. What about closures for select portions of Malibu, PV, Laguna Beach, Pt Loma, Wreck Alley....areas that are easily accessible and easily thrashed.

The Aussies have a setup on the Great Barrier Reef where there are some spots totally off limits, some areas where commercial fishing is prohibited, some areas where recreational fishing is prohib. and areas that are open for all activities. Granted they have 1200 miles of reef to work with, but it seems to work over there, with all the Aussies that go in the water, that should say something!

BTW, as for the 33% to 50%, that could have been be deduced from models of terrritory, home range size, and pop. density for any number of target or flagship species and then an inductive leap may be made from small areas/populations/models to larger regional areas/populations/models

Having played with terrestrial populations of things like gnatcatchers and Horned lizards in the past, it doesn't seem like it would take much to produce such a recommendation from a few dozen Master's Theses and other research projects.
