Although I'm not an advocate of natural selection as a theory of creation, the theory does seem to play a role in the diving community. Death enforces the laws of physics and physiology. If I commit an egregious violation of natural law in diving I die. I'm then far less likely to pass on my deficient diving protocol to others. I'm not sure what a DMV employee might add to this equation other than a long and frustrating wait before death.

Dive safe and happy! Joel

P.S. If you want to forbid poor diving practices then please criminalize anything other than carved turns on the ski hill as well. Perhaps we can come up with an all encompassing body of sports law that proscribes poor skill, lack of training, inadequate nutrition . . . . ?????? PLEASE THINK BEFORE YOU SPEAK!
