It's all well and good to say that SOMEBODY ought to be controlling "those other --insert epithet here-- divers." The hard questions are who and how.
Should it be the lifeguards who ticket for not wearing a snorkel?
Perhaps there are a few DMV employees would like to work outside more often. The state does such a wonderful job controlling drivers, it ought to be simple for it to control divers. Right?
What authority are you going to give the scuba police? If he or she subjectively thinks a dive is too risky, are you going to empower him or her to forbid the dive? Even if it's a DIR diver wanting to make a deep dive that the scuba policeperson thinks is too risky?
And if you've figured out who and how, where's the money going to come from to pay for it?
