It seems to me that the agencies are all pretty much alike, and to a certain extent they also imitate each other, every time one of them comes out with something new.
The individual instructor and his goals for the students seems to be the most important consideration in trusting your life and health to another person in scuba training.
So I wouldnt put too much emphasis on choosing an agency as much as choosing an individual instructor or even choosing an individual scuba store to work with.
