There is often a fine line between aggressive interaction that promotes learning and harassment because the inflicter is grumpy or ornery. Not infrequently, the inflicter has no clear grasp of what he is trying to accomplish and justifies the harassment on the ground that it has always been done that way.

If you have so little confidence in the professional judgment of scuba instructors that you think minimum hourly requirements are necessary, why on earth would you assume they could tell when aggressive interaction crosses the line to harassment?

Just as new does not always mean improved, old does not always mean better.
