Is the difference between LA versus Monterey and San Diego that divers have limited choice but to get on boats? It's a major hassle lugging a tank on board, and one that would encourage me to go shore diving instead. The Pac Star provided soft lead when they were still up north and the Lois Ann still does.
The shops would be unhappy, but it seems like a charter boat that provided tanks would compete rather strongly against everyone else.
