I understand that there's a potential danger pumping pure O2 into a non-dedicated/O2 cleaned tank. Granted, there's no absolute guarantee that a cleaned tank is really clean, so perhaps it might be a shop's insurance requirement. The best solution for Nitrox down to 100 fsw would be a membrane system which can fill any tank to 31 or 32%, and are the least expensive of EANx fills, I think.
