I agree with you in some major ways. SBI is a diving jewel. Not only
that, it's a bit remote and smaller which could assist in regulating it.
I have learned though that the simplest soution, just putting it off
limits permanently, is probably not the best idea. There should be some
harvest when the populations are healthy. Of course, the problem
is always how to regulate that harvest. Whether it is deer, lumber
or fisheries, the regulatory agencies always use archaic harvesting
regulations when it comes to wild crops. They seem never to consider
sustained harvest strategies.
Of curiosity... I know that you are down on hunting. What would you
think of hunting in the context of regulations that insured that the
populations were kept healthy? The more healthy the population is,
the more productive it is in terms of supplying a sustained
harvest.
It sounds like you get to spend a lot of time out there. You should
write some reports.
