A properly weighted diver can make their safety stop with a nearly empty tank. What's going on at the surface doesn't matter, though most wetsuits/drysuits have enough bouyancy at the surface to make them positive.

At the beginning of a dive with a full tank, the properly weighted diver may not be positive. MHK would be negative, out in his swim shorts. Laguna is a trickier place - with lots of diving in the shallow depths, you might need a tad more weight than elsewhere.

I'd still want an empty BC, but that does mean that if you get tossed abot by a wave, you're going to be under and perhaps long enough to need that reg.
