Earlier in the season and later in the evening is better. New moon is way better than full. There do seem to be places where all the bugs are short (San Clemente) and other places where the hiding places are too deep to be all that productive (Long Beach breakwall). The Great Escape does some evening trips to some good local spots that have been very good for us even this late in the season. You can link to them by checking out the directory of Calif dive boats on this site. Finfan is also correct in that you must cover as much ground as possible as fast as possible. It is advised that you should stay roughly ahead of your properly equipped dive buddy and not behind him (CMA guys, lest i get flamed by a....well, nevermind.. ;-)
