The law allows certain "fair use". This went well
beyond "fair use", IMHO. That's a commercial
site that wants the visits. If I were them, I'd
be upset.

I produce copyrighted material both in my
professional life (software) and my personal life
(photography), so I tend to be a bit of a strict
constructionist on copyright.

The only fault I would find with it, is that the
CDIP models tend to be fairly short term. Fleet
Numerical's WAM models are longer term (6 days).
And the CDIP models are organized by product rather
than by geography so you have to go to several
pages to get the whole picture.
