Why don't they try an experiment by closing San Nicolas Island. And close it to everything - No recreational/commercial fishing, diving, anchoring, no boats (except for Military needs), etc. Set this up for 5 years then go take a look at it and see what it looks like and what (if any) gains were made and assessing their impact on our enviroment.

San Nicolas would be good in that it is used relatively infrequently by recreational people and would be a minimal impact on the users of the ocean's resources. I would be labeled as a test so "precedent" would be set and there is a time frame and evaluation constraint put on it.

Staff it w/ 3 rangers or let the navy police it.
