Its called a shark shield. It has a few more parts than you think. The part that you wear on your ankle is an antenna that extends off your fin, secured with velcro around your ankle. The main device attaches to your BC or you can just put it in a pocket. It has a small wire that attaches to the antenna. Then another wire goes from the device to a metal pad you secure to your tank. I actually bought from a dive shop in Australia. It costs $700.00 AU, $350 US. I have not used it yet, I will however use it when I dive the channel Islands, or in areas where large concentrations of seals/sea lions, etc..
